Ebba Ossiannilsson

Ebba Ossiannilsson, with a Ph.D. from the University of Oulu, Finland, is an internationally recognized scholar and consultant in open, online, and flexible education, specializing in quality, inclusion, scalability, sustainability, innovation, precision learning, and digital transformation in higher education. Prof. Ossiannilsson is deeply committed to equity, human rights, planetism, democracy, green sustainability, accessibility, inclusion, and social justice, promoting ethical, resilient, and future-oriented leadership. With more than 20 years of specialization in OFDL and over 40 years of experience in the education sector, she works primarily at the strategic and policy levels to advance SDG4 and the future of education. She is the founder of Ossiannilsson Quality in Open Online Learning Consultancy and serves on the Board of the International Council for Open and Distance Education (ICDE), where she chairs the ICDE Technology Network (TIN) on Leadership through Uncertainty and has been the Chair and an OER Ambassador since the inception of the ICDE OER Advocacy Committee. She is also Associate Professor of Open Education Leadership at the University of Nova Gorica, Slovenia. She has held visiting professorships at several international universities, including an appointment as Professor and Research Fellow at Victoria University of Wellington, New Zealand. Her research and advisory work encompass open education, OER/OEP, AI in education, leadership, ethics, quality assurance, learner-centered pedagogies, and the glocal dimensions of digital transformation. She has contributed to major international initiatives with the European Commission, UNESCO, and OECD, and serves on numerous global expert groups, advisory boards, and editorial boards. She serves as an expert and reviewer for the European Commission, collaborates with the Joint Research Centre on quality in open education, and works with ITCILO and ICoBC. She has previously served on the boards of EDEN and EUCEN and is a quality expert for ICDE, EDEN, and EADTU. She is regularly invited as a keynote speaker at international conferences. A prolific author, she has published extensively on open education, digital transformation, AI in higher education, and sustainable, human-centered learning ecosystems. Her contributions have been recognized through numerous distinctions, including EDEN Fellow, EDEN Council of Fellows, Open Education Europe awards, SPARC Europe Champion (2021), the Leadership Excellence Award from Open Education Global (2022), and ICDE Honorary Membership for outstanding service and impact on ICDE's development.
